I'm having the same issue. I want my column 1 to act as a section navigation and show only when in the section as selected in the top nav.
Sigh!
We know, and it's being worked on, according to the most recent info from SQ development. Do a search on "Selective Display" and you'll find plenty of discussion of this, more than you probably want to read (260 posts and counting).

I have a website with some page specific menus, that is, the menu should only show up in some areas of the website. I did have the display settings for "Display only when specific pages are NOT active" but every time I added a page it would pop the menu up. This just isn't going to work! :)
Then I changed the setting to "Display only when specific pages are active" which is great, it makes my job a whole lot easier.. however, the menu will not show up on any other the pages contained in that menu. For example: I have the menu show up on /surveyor/ - perfect. Within that menu it has a link to Information (page is /surveyor-information/ ) and I would like this menu to show up on it too.. but there is no option to make the menu show up on /surveyor-information/
arg! how can I make this menu show on pages within the menu without creating a lot of extra work for myself?
